Financial and Operational Services (FOS) manages AARP's multi-year financial planning, budgeting and forecasting; treasury and investments; tax reporting and planning; and accounting and financial reporting activities. The division provides project management and training and support for the systems used to manage AARP’s money and assets. 

Summary Statement

A Procurement Analyst is responsible for:


1.     Directly supporting the Director and Manager in category management efforts in one or more of AARP’s four main spend areas: (a) Print; (b)  IT; (c) Marketing and Advertising, or; (d) Hired Services [each category is over $100 million in annual spend]

2.     Serving as the procurement subject matter expert in one of the four secondary categories: (a) HR; (b) Travel, Meetings and Events; (c) Real Estate and Facilities, or; (d) General Supplies and Operations

3.     Collaborating with business unit leadership to develop annual category management plans that include an annual sourcing calendar, a supply market overview, summary of business needs and cost drivers, and current supply-base overview (complete with listing of expiring agreements and plan of action)

4.     Supporting large, complex sourcing and negotiation efforts as part of the category management plan, leveraging e-procurement tools as applicable (e.g. e-RFX’s and online auctions)

5.     Meeting annual category management objectives and targets related to spend under management, spend under contract, spend through approved buying channels, savings and other efficiencies

6.     Ensuring the procure-to-pay process for the category is compliant and in-line with service levels

7.     Building and maintaining key business unit and supplier relationships, resolving disputes and driving innovation and continuous improvement (customer and supplier relationship management)

8.     Facilitating compliance with AARP procurement policies and procedures by setting an example, educating partners, and appropriately escalating issues when required or unsure

9.    Occasionally leading PCM-wide initiatives beyond the scope of a given spend category (as directed)

10.  Executing supplier agreements (signing the contract) up to $250k  in total value


Complexity: The complexity in this role comes from the large size of the annual spend to be managed, the fact that it is spread over multiple internal departments and stakeholders, and the large supply base in place to support all of the needs of the business.  Additional complexity is present from the short turn-around times required in some situations, and resource constraints during peak periods of activity.  This role will be tasked with signing agreements up to $250k in total value – so good judgment and a high level of personal responsibility and accountability are a must.

Interaction: This role will occasionally interact with the e-Team and their key lieutenants.  The individual in this role will have to spend a significant amount of time embedded in the business units supported (e.g. attending staff meetings) to establish an understanding of business needs, build key personal relationships, and establish credibility.

Impact:  An effective leader and subject matter expert in this role with both directly and indirectly impact improved compliance with AARP procurement policies and procedures, and our ability to bring more spend under procurement management – which both reduces risk to the enterprise and ensures we maximize our resources (better results at a more competitive cost).


The ideal candidate for this role will possess a college degree and 3+ years of relevant procurement experience – preferably with the majority in the private sector, with more than $15 million in managed spend.  They must understand category management concept sand frameworks.  The candidate must show demonstrated leadership and a customer service mindset, and a deep understanding of both the source-to-contract and procure-to-pay segments of procurement operation.  The candidate must demonstrate strong analytical skills and comfort with data manipulation and analysis.  Key competencies include: leadership; subject matter expertise in the category they will lead (or the aptitude to learn it quickly); solid strategic sourcing and negotiations experience; relationship management skills and executive presence, and; both analytical and strategic thinking.
