Financial and Operational Services (FOS) manages AARP's multi-year financial planning, budgeting and forecasting; treasury and investments; tax reporting and planning; and accounting and financial reporting activities. The division provides project management and training and support for the systems used to manage AARP’s money and assets. 

Summary Statement

The Director of Procurement and Contract Management is responsible for:


1.     Managing over $625 million in annual spend across the following categories: (a) Marketing, Media and Advertising; (b) Professional Services, and; (c) Travel, Meetings and Events

2.     Leading a team of up to 10 procurement professionals in developing annual category plans with internal business unit partners, executing associated competitive bids and renegotiations, managing over 6,500 vendors, and processing over 3,000 contracts and 5,600 Purchase Orders annually

3.     Aligning the procurement team with business unit objectives, and developing the appropriate sourcing strategies and annual sourcing / initiative calendar to ensure AARP obtains the maximum value for money, so we preserve more money for our mission

4.     Developing and executing against a set of annual goals and metrics set-out in the annual category plans, including annual cost reduction targets

5.     Allocating and balancing the workload across the team to meet established service levels with our business unit partners for turn-around time

6.     Directly engaging business partners and leading sourcing initiatives for the most complex and impactful initiatives in each category – leading the team by example, driving visible results and building the procurement “brand” within AARP

7.     Executing supplier agreements (signing the contract) up to $1 million in total value

8.     Ensuring compliance with AARP procurement and corporate policies, both across our internal procurement team and within the business units supported

9.     Providing broader leadership across the department, setting an example, and leading key strategic procurement initiatives annually across the entire procurement organization

Complexity: This is a complex role – managing a large amount of spend, across a broad supplier base, all AARP entities, and an extensive network of internal stakeholders.  While the role may show 6 direct reports, this individual must also indirectly manage and maintain relationships with senior stakeholders and key members of their teams, and 20+ of our top suppliers across the in-scope spend categories.  All business unit requirements and supplier issues must be prioritized and managed with limited resources and time.  This person must be able to make appropriate trade-offs, and manage relationships within the business units, across Procurement, and across the supply-base – and do it in a way that people understand and can accept, addresses critical business needs, and keeps business units  policy compliant.. 

Interaction: This role will interface directly with AARP Executive Team members and their leadership teams collectively to develop annual category management plans, and individually on specific sourcing initiatives.  This role will also be responsible for educating and ensuring compliance among these senior employees of the organization.  In other cases, they may be required to report behaviors to Internal Audit and/or the Fraud Risk group.  This is therefore a senior role that requires executive presence, strong relationship management skills, strong credibility that comes with deep procurement expertise and category knowledge, and the confidence and courage to make hard decisions and do what is right for AARP.

Impact:  PCM serves as both a customer service organization and an enterprise gatekeeper – driving procurement policy and procedure compliance to minimize risk, maximize our purchasing power and contribute to greater success through strong supplier relationships and contracts.  This role will directly contribute to improved service levels to business partners, and greater compliance over time (from maximizing savings and value delivered by following the process, reducing risk to our reputation and poor project outcomes, and inefficient use of funds).  An effective leader will have a significant impact on AARP, and drive millions of dollars in benefits and cost avoidance on an annual basis.


The ideal candidate for this role will possess a college degree, with an MBA preferred, and 10 or more years of relevant procurement experience – preferably with the majority in the private sector.  They must have specific subject matter expertise in one of the two primary categories (either Print or IT), with a demonstrated proficiency to learn the other in a short amount of time.  They must understand category management concept and frameworks, and have significant experience leading sourcing teams and negotiating supplier agreements up to $25+ million in total value, and have experience setting and delivering against annual savings/benefits targets.  The candidate must show demonstrated leadership and a customer service mindset, and a deep understanding of both the source-to-contract and procure-to-pay segments of procurement operations.  Additionally, the candidate must demonstrate strong analytical skills and comfort with data manipulation and analysis.  Key competencies include: leadership; procurement subject matter expertise; relationship management and executive presence, and; both analytical and strategic thinking.
